CABRILLO is a member of the Elsa's crew, who can be found on B1 in Episode II near the stairs to the Robot Academy, and in Episode III on 1F near the Mobile Weapon Boarding Elevator.
In Episode II, if Professor's swimsuit has been obtained by importing cleared save data from Episode I, CABRILLO will offer to "change the old man's clothes" - that is, to swap out his outfit prior to the player descending to B2 and the Robot Academy.
In Episode III, if the player collects 99 Sephiratic Canes, she will award Ziggy's final weapon, Gnosis Nail.
