The Gazel Ministry, (Japanese: ガゼル・法院 Gazeru Hōin, Gazelle Court or Gazelle Law Institute), is a group of people that partially rule Solaris and its supervision of the Lambs living on the surface.
Solarians hold the Gazel Ministry in high regard, to the point of purebred Solarians even calling themselves "Gazel".
Background[]
Following the crash of the Eldridge, the members of the Ministry were created after their leader, Cain, the first human. As embodiments of the Animus, they were tasked with locating the twelve Anima relics that were scattered throughout the planet during the crash. Not only were these parts needed to restore Deus, the humans that were created would be key for forming the system's body.
In 9496, when the Shevat-Solaris war started in earnest, the seeds of discord between Myyah, another agent of Deus, and the Ministry. The Ministry was eager to go to the next stage of Deus's resurrection, while Myyah, whose task was to secure the best genetic material for Deus's body, felt it was still too early. On top of this, Cain, feeling that humanity should be entrusted with their own future, had himself from the forefront, leaving both Myyah and the Gazel Ministry to manage governing Solaris themselves.[1]
In 9499, as the Anti-Solaris Alliance closed in on Solaris's lead in the war, the Gazel Ministry constructed and deployed Merkava, dealing a heavy attack on Shevat and Nisan, returning the war's progress to a standstill.[2][3][1] Myyah disapproved of Merkava's construction, feeling that humanity was still insufficient for Deus's revival.[2]
As more surface dwellers displayed Ether abilities during the war, Myyah felt these humans had the potential to make better parts for Deus. If these humans were aligned with an Anima Relic, she theorized, they would make for more powerful weapons than the Gazel Ministry, who lacked these abilities. The Gazel Ministry disagreed, however, as their mission was focused on what would happen after Deus was resurrected, as well as Deus's "true goal": destroying "the hostile power in space".[4][5]
By 9500, four of the Ministry found and aligned with their Anima Relics, causing havoc. Despite being aligned with their respective Anima Relics, four members of the Gazel Ministry lose their lives after being defeated by Lacan and his friends.[2]
In 9501, the physical bodies of the Gazel Ministry were physically killed by Grahf during the Diabolos Collapse.
In 9506, Karellen placed what was left of the eight of them inside of the SOL-9000.
“ | After the Fall, wanting to resurrect their bodies, and create a worthy vessel, they transferred a research facility that was once the Soylent System on the land to Etrenank. Eventually, the facility was no longer only for the Emperor's life and the Ministry's Resurrection, but it began producing food and drugs with additives that controlled the public. The memory cube Fei and them were using was meant for obtaining living data. Of course, the 'Ethos' also sent various data to help.

The Ministry, in a bid to regain their bodies, decided to extract their own genetic factor from certain human descendants who carried the genetic material they needed.
Xenogears[]
The Gazel Ministry remained in the SOL-9000 until they were deleted by the very man who created their new form, Karellen. After they used the Gaetia Key, Karellen no longer had any use for them, hence, he slowly erased the Gazel Ministry from the SOL-9000.

Before becoming human, the bodies of the Ministry were once part of the organic elements in the core circuit that made up 'Deus'. There were two types of organic elements. The female type was called 'Anima', while the male type was called 'Animus'. They were also created with the added ability to become mobile weapons for Deus. In other words, those Omnigears you were using were one form of such weapons. The Ministry, which were Animus, were to become one again with their separated Anima at the time of the resurrection of god. But in a war, 500 years ago, they all lost their physical bodies. It was then that they decided to extract their own genetic factor from certain individuals of their human descendants who carried the appropriate sets of D.N.A.. All so each of them could become one with their respective Animus again.

According to Perfect Works, the names of eight of them are:
- Enoch (エノク, enoku)
- Irad (イラド, irado)
- Mefael (メフヤエル, mefuyaeru)
- Metshael (メトシャエル, metoshaeru)
- Lamech (ラメく, rameku)
- Jabal (ヤバル, yabaru)
- Jubal (ユバル, yubaru)
- Tubal-cain (トバルカイン, tobarukain)
They are named after the biblical descendants of Cain.
Trivia[]
- The Gazel Ministry keeps watch over Fei Fong Wong and his allies via the Memory Cube save points. Each time the player accesses it, the Ministry tracks where Fei is. Citan also mentions the memory cubes are meant for obtaining living data, presumably searching for adequate genetic material to resurrect Deus and the Gazel Ministry.
